PROJECT
The SILER (Employment Information System of the Emilia-Romagna Region) supports employment centers in administrative management and in the provision of information and services to citizens and businesses in the area. The aim of the project was to provide the Emilia-Romagna Regional Employment Agency with the necessary tools to observe the regional and provincial labor markets.
CUSTOMER
The Emilia-Romagna Regional Labor Agency was established in 2015 to ensure the highest degree of efficiency in the management of highly complex administrative functions in the field of employment services. It has the task of executing the political guidelines defined by the Regional Council, in agreement with the other territorial institutions, on the management and qualification of employment services provided to citizens and businesses.
THE PROJECT
KNOWAGE Labs collaborated with the ARL (Regional Employment Agency) to build a monitoring system of the main services provided by the agency and the labor market.
For the part of monitoring the services provided and the effectiveness of the active policies implemented, a series of dashboards were created that provided indicators in the following areas:
- Active Policies
- Internships
- Regional Law No. 14/2015 for the employment and social inclusion of people in conditions of fragility and vulnerability
- Citizenship Income
The economic observation model developed for the Agency is based on employee work flows (activations, transformations and terminations of employment relationships and consequent changes in job positions) recorded in the SILER archives of the Compulsory Communications of the Employment Centres.
These data are accompanied by the analysis of the other sources available on an infra-annual basis relating to social shock absorbers provided by the INPS.
In these dashboards, KNOWAGE SolR Index widget enables the reduction of view times for dashboards with 21M records. Data can be explored and managed via QBE and OLAP with REGISTRY and ETL directly executable by the user.
The Dossier allows the semi-automatic publication of economic reports on the website of the Regional Employment Agency and remain available to the public.
