WMS LAYER Filter error

i try to add a wms layer (url http://webapps.sit.puglia.it/arcgis/services/Background/TNOInquadramento/MapServer/WMSServer ), but when i go in the filter section i receive this error "Error loading the properties for the layer with id [12]. Please check the layer configuration or the file content."

Any help would be very appreciated.
