I have been through a few of the configs but cant seem to see the option in them. Please could someone guide me as to which location i should look in.

I want to develop my own custom themes and apply a few depending on who is logging in
Environment 6.3.1,Windows 10,Chrome and IE
in Admin and Developer Functionalities by (140 points)
